The modern
business world has been characterized for many years by its striving for
"organizational excellence" and creativity. "Excellence",
in the business sector, is the name of the game. "Excellence" is
expressed in the encouragement of initiative, creativity, quality, being
meticulous about details, motivation, investment, persistence, adhering to
goals and a constant striving for improvement. In order to advance not only the
business world but also society as a whole, there is a need to formulate and "imprint"
these values on the public consciousness. And in fact, in the last decade, many
countries in the modern world have begun realizing that the subject of
"excellence" is important in the public sector, as well. The state is
the organization, and the customer is the citizen who expects to receive from
the state the 'products' he deserves, of the highest quality possible, in the
framework of the existing resources. Therefore, the state is obligated to
foster excellence, both as an expression of the services it owes its citizens
and as an outcome of its responsibility for its own sovereign existence, its
independence and strength.
